Potential muggers target tourists in order to steal phones, cameras, and wallets. Be wary of who you communicate with and do not give out too much information (like where you’re staying), as there have been many reports that people will follow you. If that should happen, run into the nearest business and ask for help.
Taxi Price Gouging
Taxis are well regulated here the same as in the U.S. They must post their prices and give you a receipt if you ask for it, but beware: Some taxi drivers try to ask for a higher price anyway. If the price seems too high and they don’t want to give you the recipe, it is your right to refuse to pay to them. In case of an argument, you can call police and they will be on your side.
Areas to Avoid
Estonia is a safe place and there are many safe cities within, but I would take special precaution when venturing to Schnelly Tiik and Kopli. In Tallinna, remember to be careful with your valuables. Just a slight bump or brush up into someone is all a thief needs to steal your belongings. You can also ask the local shop owners about areas tourists should avoid.
If your passion is photography you should take extra precaution for people watching and possibly following you. There are people who can spot a tourist by the number of pictures they’re taking. The local people don’t really mind being in the photos you snap, but beware of your surroundings.
Prepare for Anything
If you travel in winter bring some shoes with good traction because the streets can get slippery when they are wet. Also, remember you don’t know the roads. Drive slowing after passing unfamiliar street signs and keep a slower speed in the rain and in roadwork.
